Tom Jewell's "Scout Photo 49" Puzzle

Having completed, as far as possible, and deposited his School Photo of 1946 with the Plymouth & West Devon Record Office, family history bloodhound, Tom Jewell, is asking for help to fill in the names on another picture.  This time it is of the 8th Plymouth (Sutton High School) Scout Troop and the date is 1949.
